Call for Participation: new WG-76 Activities
PARTICIPATION NEW WG-76 ACTIVITIES
The EUROCAE Technical Advisory Committee (TAC) and the RTCA Program Management Committee (PMC) have approved the following activities to be added to the Work Program of Working Group 76 and Special Committee 206:
- The development of DO-358C/ED-XXX ‘MOPS for Flight Information Services Broadcast (FIS-B) with Universal Access Transceiver (UAT)’.
- The development of an ‘Internal Report for Recommendation(s) Regarding Possible Standards to Support Aircraft-Based Meteorological Observation Dependent Applications’.
RTCA and EUROCAE launch this Call for Participation to notify interested organisations and experts about this new deliverable and invite them to submit their interest in participation in these activities.
DO-358C/ED-XXX Development
With the evolution of the Surveillance and Broadcast Services System (SBSS), which provides numerous services to the flying public, the aviation industry and government entities, a need to update the RTCA's "Minimum Operational Performance Standards (MOPS) for Flight Information Services - Broadcast (FIS-B) with Universal Access Transceiver (UAT)", or DO-358B, has been identified.
The EUROCAE Technical Advisory Committee (TAC) and the RTCA Program Management Committee (PMC) have approved this activity as part of the WG-76/SC-206 Work Programme.
In addition to current operationally implemented SBSS updates there are known meteorological and aeronautical product changes expected over the next five years that also need to be included in this effort to provide lead-time to both users and avionics manufacturers.
While so far DO-358 was developed and published by RTCA only, it is considered beneficial to develop Revision C jointly with EUROCAE to ensure a harmonized, global standard for future implementations.

RTCA and EUROCAE launch this Call for Participation to notify interested organizations and experts about this new deliverable and invite them to submit their interest in participation in this activity.
The joint RTCA and EUROCAE committee is looking for experts in the following areas to contribute to this effort:
- Experts in national weather services and products
- Avionics manufacturers
- End-user representatives (e.g.: AOPA)
- Computer human interface subject matter experts
- Software developers
- Communication systems service providers

BACKGROUND for the Internal Report Development
The aviation community has developed multiple standards supporting aircraft-based meteorological observation data link services. Such standards include;
- RTCA DO-339, Aircraft Derived Meteorological Data via Data Link for Wake Vortex, Air Traffic Management and Weather Applications - Operational Services and Environmental Definition (OSED), 2012
- RTCA DO-252A, Minimum Interoperability Standards (MIS) for Automated Meteorological Transmission (AUTOMET), 2014
- RTCA DO-364, Minimum Aviation System Performance Standards (MASPS) for Aeronautical Information/Meteorological Data Link Services, 2016
- ARINC 620-10, Datalink Ground System Standard and Interface Specification (DGSS/IS), 2020
- RTCA DO 260C/EUROCAE ED-102B, Minimum Operational Performance Standards for 1090 MHz Extended Squitter Automatic Dependent Surveillance – Broadcast (ADS-B) and Traffic Information Services – Broadcast (TIS-B), 2020
- RTCA DO 282C, Minimum Operational Performance Standards for Universal Access Transceiver (UAT) Automatic Dependent Surveillance - Broadcast (ADS-B), 2022, and
- World Meteorological Organization (WMO) and ICAO standards.
These standards and others specify the message formats, ranges, and resolutions for meteorological and other parameters included in Air Reports and communicated via various data link services. These reports contribute to aviation safety, capacity, and efficiency, by supporting air-to-air and air-to-ground applications used by the aviation, weather, and scientific communities. Differences in the parameters included in Air Reports and the formats, ranges, and resolutions for the parameters associated with them limit their interoperability. Other factors can also limit the use of Air Report data, such as gaps or mismatches between the requirements for the performance of systems providing meteorological and other information and the desired use of such information.
CALL FOR PARTICIPATION for the Internal Report Development
RTCA and EUROCAE launch this Call for Participation to notify interested organizations and experts about this new deliverable and invite them to submit their interest in participation in this study group within the already existing RTCA Special Committee SC-206 and EUROCAE Working Group WG-76 tasked to make recommendations to the RTCA Program Management Committee (PMC) and the EUROCAE Technical Advisory Committee (TAC) regarding the need for standards development for aircraft-based meteorological observation data link services from existing aircraft, from new entrants such as UAS and AAM aircraft, and through the emerging concepts for connected aircraft.
The study group will analyze the services described in existing standards, potentially including those specifying the performance of systems providing meteorological and other information. The various services will be evaluated to determine their necessity and sufficiency. The study group may recommend standards development, reconciliation of differences, and/or revision of aircraft-based meteorological observation data link services, as appropriate. The study group will coordinate with existing committees and other standards development organizations as necessary.
